The law? Not so fast. In the UK, the Internet Watch Foundation reports that AI-generated child sexual abuse material reports have more than doubled in a single year, jumping from 199 to 426 between 2024 and 2025.
Over half of that content falls into Category A, the most severe classification. Sora 2 itself may not be producing that extreme tier, but the grey area surrounding legal accountability remains wide open. And as one WIRED report put it: “People Are Using Sora 2 to Make Disturbing Videos With AI-Generated Kids.” The question isn’t whether the technology can do it.

The laws on AI-generated fetish content involving minors remain blurry. New 2025 data from the Internet Watch Foundation in the UK notes that reports of AI-generated child sexual abuse material, or CSAM, have doubled in the span of one year from 199 between January-October 2024 to 426 in the same period of 2025. Fifty-six percent of this content falls into Category A--the UK's most serious category involving penetrative sexual activity, sexual activity with an animal, or sadism.

The IWF data paints a grim picture of exponential growth in AI-generated CSAM, a tide rising not in decades, but in single years. Every second we spend debating the edges of this grey area is a second the technology races ahead. Creators exploit ambiguity; predators adapt to silence.
The absence of law is not a neutral space, it is an invitation. And while Sora itself may not yet dip into the most grotesque categories, the path from a creepy edit to a criminal act is perilously short. The question is no longer about what the technology can do, but about what we are willing to let it become.
