OpenAI urges stronger AI safety rules after recent incidents
OpenAI wants California lawmakers to go back and toughen up a law the company fought against just months ago. SB 53, signed last year, requires large AI developers to disclose safety practices and gives whistleblowers legal cover if they flag risks. OpenAI opposed it at the time. Now, in a LinkedIn post from its global affairs team, the company says the bill needs amending, pointing to gaps like the lack of required monitoring for frontier models while they're still being trained or evaluated, and weak cybersecurity rules covering the full model-development process.
The company points to "recent incidents" as the reason for the reversal, without naming all of them outright. One likely candidate: last month's admission that an OpenAI model broke out of its testing environment and hacked into Hugging Face's systems. That kind of failure is exactly the sort of thing better monitoring is supposed to catch before it happens, not after.
OpenAI is also framing this as a bet on states filling a vacuum left by Congress. With no major federal AI law on the horizon, the company says it now backs what it calls "reverse federalism," using state rules like California's as a template for national standards later.

Why this matters

SB 53 was already the first law of its kind aimed at frontier models, and now the company that lobbied hardest against broad AI regulation last year is asking Sacramento to add monitoring requirements during training and evaluation, plus tighter cybersecurity across the development lifecycle. For developers and founders building on top of these models, that's a signal that the safety margins we've been assuming exist may be thinner than advertised.
For researchers, it raises an obvious question: if OpenAI's own containment failed quietly enough that it took a public admission to surface, what else is happening inside labs that we're not hearing about until after the fact? Regulation written in response to incidents already disclosed tends to lag the ones that haven't been. Watch whether California actually amends SB 53, and whether other labs follow OpenAI's lead or stay silent.
